I resigned from my current company in uae.But...

I resigned from my current company in uae.But company received penalty amount from client due to the manpower loss caused because of a fire alarm.Fire alarm was created due to our mistake and I am working as site engineer for that site.Can company hold my visa cancellation and passport,certificate release due to this.Legally can they ask me to pay the amount before leaving the company?

Please note that it is not permissible for the employer to impose a penalty on the worker that includes a deduction from the wage that represents more than 5% of the value of the worker’s wage. You can file a complaint with the labor office if more than this amount has been deducted from your entitlements.
The law stipulates the following:
Article (25): Cases of deduction or deduction from the worker's wages
1. No amount may be deducted or deducted from the worker’s wages except in the following cases:
a. Refund of loans granted to the worker, within the maximum monthly deduction rate from the worker’s wage stipulated in this article, after the worker’s written consent, without any interest.
B. Refund of amounts paid to the worker in excess of his entitlement, provided that the deduction does not exceed (20%) twenty percent of the wage.
c. Amounts deducted for the purposes of calculating participation in retirement benefits, pensions and insurance, in accordance with the legislation in force in the country.

H. Installments for any social project or any other benefits or services provided by the employer and approved by the Ministry, provided the worker’s written consent to participate in the project.
And the. The amounts deducted from the worker due to the violations he commits in accordance with the penalties list in force in the establishment and approved by the Ministry, not exceeding (5%) five percent of the wage.
g. Debts due in execution of a judicial ruling, not exceeding a quarter of the wage due to the worker, with the exception of the debt of alimony adjudged where more than a quarter of the wage may be deducted.
h. The amounts necessary to repair the damage caused by the worker, as a result of his mistake or his violation of the employer’s instructions, which led to the damage, destruction or loss of tools, machines, products or materials owned by the employer, provided that what is deducted does not exceed the wage of (5) five days in month, and an amount more than that may not be deducted except upon the approval of the competent court.
2. If the reasons for deduction or deduction from the wage are multiple, then in all cases the percentage of deduction and/or deduction may not exceed (50%) fifty percent of the wage.
