No party may withhold a passport except by judicial order and in accordance with the law. Detention of a passport is punishable by a fine of up to 20,000 AED”. Therefore, if the passport is seized, a complaint may be submitted at the police department, and then the person is transferred to the Public Prosecution to be legally punished.
