We would like to inform you that according to the Saudi system and the Residence, after the end of the sponsorship program and use the Contractual relationship improvement system, the worker can get exit visa without the approval from the employer, and shall meet the below conditions:
1. The validity period of the passport of the resident of KSA must be valid.
2. The expatriate should not have any traffic violations and should not have any financial obligations
3. The residence of a resident in the Kingdom must have a valid period of validity,
4. The presence of a legal representative with the resident, while obtaining a visa, is required, as follows:
As the sponsor or the employer
5. The resident worker must not have previously been registered as absent from work.
Therefore, you have to review the Passports Ministry and ask to get final exit visa or by entering "ABSHER" platform that belongs to the Ministry of Interior for the exit visa procedures. 
Note that, if you get the exit visa you can stay for two years without any fines, after than you may be banned and get fines and deported even you have Malta work visa, as every country has its own rules. 
***Therefore, in the event of any fines related to overstaying, it is not possible to obtain a final exit visa except after paying its value, and then obtaining the visa and leaving, otherwise it is not possible.
