It should be noted that after reviewing your inquiry and legal scrutiny we would like to inform you that if you are a UAE expatriate, you can go to the Drivers Licensing Department and get the license, with the following documents:
Passport or Emirates ID 
Residency visa 
Eye test 
Personal photo 
Letter from the employer (in case of general sponsorship such as Government Entities and companies) 
Note that the cost of opening license file is 100 AED plus 25 AED Eye test
