We would like to inform you that if she has permanent residence then she can complete the marriage procedures according to the below conditions:

1-      You shall have the residence in the country where you will marry via tourist or visit visa or any visa allows you to reside even temporary.

2-      Provide passports for both

3-      Provide The female social status certificate " married –single – divorced …"

4-      Medical test to prove that both are free of illness.

5-      Provide certificate of the couples religion.

6-      Get NOC for the female from her country embassy

7-      Go to the Islamic Center to complete the marriage procedures then to each one embassy.

We would like to inform you that the Qatari law did not stipulate any conditions for residents’ marriage in Qatar. Therefore, article 14 of the Civil Code 22 of 2004 states:

-         The procedures done according to the spouses’ nationality law and the law of the country in which they were married or their common home.

-         Marriage is done at the Legal Documentation Department in Qatar.

-         There must be a guardian of the wife.

-         Witness the marriage contract

-         A delegation from the guardian, guardian of the wife's order, with the consent of him to marry any person in Qatar for the marriage if he cannot be in Qatar to marry his daughter.

-         A certificate that the marriage of the wife or a certificate is not absolute or the death certificate of the husband if the widow is documented in the concerned authorities if the wife is not Qatari

-         If the wife is Qatari, it is sufficient to present these documents as they are

For the foreign spouse, he must provide:

-         Valid residence in Qatar.

-         Valid passport for the husband.

-         Personal photo of the couple.

-         Certificate of marital status from the husband's country.

-         Non-Objection Certificate.

Note that the completion of documents of the engaged couples is essential to complete the marriage contract.

There is a committee to examine requests for marriage from foreigners. If three months have passed without responding to the request for marriage from the Committee, it is considered to be rejected, but the decision of refusal may be appealed within thirty days from the date of notification of refusal.

The Law on the Regulation of Foreign Marriage in Qatar stipulates that:

Article 8

A committee called the "Committee for the Examination of Applications for Marriage from Foreigners" shall be established in the Ministry of the Interior. It shall be competent to hear requests for approval of marriage from foreigners in accordance with the provisions of this Law.

The Committee submits its recommendations to the Minister of the Interior to issue the appropriate decision regarding the applications referred to.

Article 9

The concerned person shall be notified by registered letter of the decision issued by the Minister of the Interior in the application submitted to him for approval or approval of the marriage.

An application shall be deemed to be rejected if it is submitted for three months without reply.

Article 10

The applicant may appeal against the decision to reject the application for approval of the marriage or refuse to grant it within thirty days from the date of notification of the rejection decision or from the expiration of three months from the date of submitting the application without reply.

The complaint shall be submitted to the Minister of the Interior. The Minister's decision in the appeal shall be final and irrevocable before any other party
