 It should be noted that after reviewing your inquiry and legal scrutiny we would like to inform you that the administrative deportation is issued by the Federal Authority for Identity and Citizenship against the foreigner in the UAE and may be lifted by applying for aggrievance or petition to the Federal Authority for Identity and Citizenship, and you have to attach all the documents that related to the residence information and the deportation reasons and the conditions around you, this may grant you the chance to enter the country again, they will revise your application and assure of it then will decide to let you back again. If the Minister of Interior accepts the petition then you may come to UAE again and your name will be lifted from the blacklist.

The Minister of Interior may order the deportation of any alien, even if he is holder of a residence permit, in the following instances :

a – When the alien is condemned by a court judgment and the court recommends his deportation.

b – If the alien has no evident means to earn his living.

c – If the alien’s deportation is considered by the Security authorities as required by public policy, public security or public morals.

The executive regulations of the same law states that:

A foreigner who has been deported from the country before may not return unless after obtaining a permission of the Minister of Interior  based on the article 28 of the same law.

1-the application for the permit referred in the article 91 of this regulation to  The competent Department of Naturalization and Residency to receive the request for a permit or visa. Providing that the application should  include all data related to the residence or previous residence in the country, the reasons for deportation and the circumstances that followed it, and may justify the permit to enter the country again. You should attach to the request or application all the documents and papers to prove this regard.

After completing the necessary procedures, the papers shall be submitted to the competent authority. The application for a visa or entry permit may only be decided after the issuance of such permission

The names of persons on the blacklist shall be submitted on the following terms:

Persons who have been added pursuant to a decision of a competent court to be removed from the list by a decision of the same court.

Persons whose names have been listed by a decision of the Minister of the Interior or his authorized representative in pursuance of the provisions of Article 23 of the Entry and Residence Act of Aliens referred to herein shall be removed by a decision thereof.

People whose names have been listed at the request of the International Criminal Cooperation Administration shall be removed in the same manner as the addendum.

The names of persons who are prohibited from leaving the country shall be issued on the basis of a written order from the Attorney-General or his representative under a written order from the same body that issued the prohibition order.

The names of persons who have been issued a right shall be issued a prohibition order to be issued by a competent court by written order from the same body that issued the order of prevention.

The names of the persons to be paid shall be paid with government funds due from the list under a written request from the competent authority including the reasons for the lifting. In such case, the lifting order shall be issued by the Minister of Interior or his authorized representative.
