Hello sir, I was a housemaid for a family working almost 3 years and I filled a case against my sponsor as a victim of assault. After 2 years the case has been thrown out due to lack of evidence by the public prosecution. I was given an SPA letter from my lawyer whilst the case was ongoing allowing me to stay in qatar. Once the case was dropped in August 2021 ( I came to know this at CEID when I went to check in November 2021 ) in December 2021I followed up at CEID for the possibility of me finding a new employer and I came to find out my employer has raised a complaint against me as a runaway.
However I found someone who is willing to sponsor me and upon inquiring and CEID, we were informed to pay 12 thousand qr and the employer who is willing to sponsor me is ready to pay the amount but we came to find out that it is not 100% sure that I will be able to be transferred as my QID was expired in 2020 August and I was just living in qatar with my SPA letter given by my lawyer and my QID was not renewed by my ex employer after I filed the case in June 2020.
If you could guide us or give us some advice or your opinion on this matter, if there is any chances for me to be transferred to new employer after paying the amount of 12 thousand QAR to CEID? Or will I be sent back home after paying the amount as my QID is expired.
It would be very helpful if we could get in touch with you or visit your office regarding the advice.
I try to contact so many agency like NHRC, ILO and Embasy but no help.

In regards to the absconding case, it is that a sponsor filing a complaint against the worker for his unjustified absence from work.
- The sponsor files the complaint after the worker files a complaint against him at the Labor Office
- The sponsor files a report of absconding after the worker submits a request of transferring the sponsorship
- The sponsor assigning the worker to a specific job after submitting a report of absconding

If the absconding report is arbitrary, the concerned worker can file a complaint at the Labor Office against the employer or he/she can file a case against him, as he submitted a false report of his absconding
However, if he actually committed the act of absconding, he is considered to have committed a violation and a crime in accordance with the provisions of the Law that is regulating the entry and exit of expatriates.
Therefore, he cannot leave the country before making reconciliation and paying the amounts that are specified under the reconciliation or under the final judgment issued against him
But if he presents someone who pledges to pay the sums owed on him, in this case, he can leave the country
Article (44) of Law No. 21 of 2015 regulating entry, exit, and residence of expatriates
The person accused of one of the crimes stipulated in this law may not leave the country before paying the specified amount of reconciliation, or a final ruling is issued in the case of acquittal, or the execution of the penalty imposed on him, as the case may be. Or the fine imposed against him when due.
An exception to the provision of the above article, the Minister may order the cancellation of the residence permit of an expatriate accused of one of the crimes stipulated in this law and order his deportation from the state, if he does not pay the amount specified for reconciliation, or if the court orders his detention or a fine for which he/she has not paid.

You have to file a complaint with the Labor Office and prove that the escape report is illegal, and then the housemaid can leave
