In regards to the absconding case, it is that a sponsor filing a complaint against the worker for his unjustified absence from work.
- The sponsor files the complaint after the worker files a complaint against him at the Labor Office
- The sponsor files a report of absconding after the worker submits a request of transferring the sponsorship
- The sponsor assigning the worker to a specific job after submitting a report of absconding

If the absconding report is arbitrary, the concerned worker can file a complaint at the Labor Office against the employer or he/she can file a case against him, as he submitted a false report of his absconding
However, if he actually committed the act of absconding, he is considered to have committed a violation and a crime in accordance with the provisions of the Law that is regulating the entry and exit of expatriates.
Therefore, he cannot leave the country before making reconciliation and paying the amounts that are specified under the reconciliation or under the final judgment issued against him
But if he presents someone who pledges to pay the sums owed on him, in this case, he can leave the country
Article (44) of Law No. 21 of 2015 regulating entry, exit, and residence of expatriates
The person accused of one of the crimes stipulated in this law may not leave the country before paying the specified amount of reconciliation, or a final ruling is issued in the case of acquittal, or the execution of the penalty imposed on him, as the case may be. Or the fine imposed against him when due.
An exception to the provision of the above article, the Minister may order the cancellation of the residence permit of an expatriate accused of one of the crimes stipulated in this law and order his deportation from the state, if he does not pay the amount specified for reconciliation, or if the court orders his detention or a fine for which he/she has not paid.
