The work ban has nothing to do with the travel restriction; Rather, it is only related to the labor relations that are governed by the Ministry of Emiratisation and Human Resources (formerly the Ministry of Labor) in accordance with the UAE Labor Law and the decisions issued by the Ministry.
A person who is banned from working - whether for a period of 6 months, a year or for life - can enter the UAE, but he is prevented from obtaining a work permit issued by the Ministry of Emiratisation and Human Resources until the ban period expires. However, this person can enter the UAE as a tourist, student, investor or family member of a resident. This person can also get a job in the UAE and work in a free zone or government entity (as it does not require a work permit from the Ministry of Emiratisation and Human Resources).
On the contrary, a person who is banned from travel (immigration) cannot enter the UAE for any reason, whether it is work, tourism or other things.
