We would like to inform you that if you are a tourist in Dubai and wish to obtain UAE ID card, you are not required to obtain UAE ID card, as UAE obligates all citizens and members of the Gulf Cooperation Council countries and residents to obtain an Emirates ID card, which is issued by the Federal Authority for Identity and Citizenship  The tourist is not required to obtain UAE ID card.
