First, the conditions:
- The foreign organization must have a main headquarters abroad and wish to open a branch in Egypt.
- It must practice the activities of associations that do not aim for profit, by the Associations Law.
- There must be an international treaty or agreement on which the organization relies in requesting the exercise of its activities in Egypt, or there must be an agreement signed between it and the Ministry of Foreign Affairs (mutual letters).
- Availability of a statement of the activities that the organization will practice in Egypt.
- Availability of the geographical scope to carry out this activity and the determination of the period required for it to be included in the permit.
- The necessity of having a job title deed for the organization’s headquarters provided that it is documented in the real estate registry or must prove a date.
- Determining the proposed financial appropriations for carrying out the activities of the organization in Egypt, as well as the means of financing these activities.
- Determining the associations through which the organization will carry out its activities or deal with them.
Second: Procedures:
The organization submits a request to the Ministry of Foreign Affairs to manage the affairs of foreign organizations.
The Ministry of Foreign Affairs sends (the Department of Non-Governmental Organizations Affairs) to the Ministry (the Central Department of Associations) to inquire about the activity to be practiced with a copy of the statute and data of the organization and the extent to which the activity conforms to the law. The Ministry of Foreign Affairs is responded to and proposals are made within 15 days
In the case of the approval of the Ministry of Foreign Affairs, an agreement is concluded between it and the organization, and the agreement can take the form of letters between them, all within 60 days of applying. The Ministry of Foreign Affairs sends a copy of the concluded agreement.
The Ministry issues a permit to practice the activity, specifying the start-up period, according to the desire of the organization
It can be renewed or modified for purposes or work in other governorates if the organization so desires, so the permit is modified.
Third: Required documents:
The treaty or agreement on which the organization relies on the request to conduct business in Egypt
If there is no agreement with the Ministry of Foreign Affairs or a previous treaty, the organization's request, including agreement data, is prepared with the approval of the Ministry of Foreign Affairs and signed by whoever represents the organization and represents the Ministry of Foreign Affairs.

Financial aspects and means of financing.
An approved copy of the organization's articles of association.
A certified copy of the decision of the competent authority of the organization to practice the proposed activity in Egypt.
