Any citizen of a foreign country traveling in immediate and continuous transit through the United States en route to a foreign destination is required to have a valid transit visa. Exceptions to this requirement include travelers who qualify for visa-free transit under the Visa Waiver Program or travelers who are citizens of a country that has an agreement with the United States that allows its citizens to travel to the United States without a visa.
If the traveler is seeking layover privileges for purposes other than transiting through the United States, such as visiting friends or sightseeing, then they must qualify for and obtain the type of visa required for that purpose such as a B-2 visa.
Crew (D visa)
Any crew member serving on a sea-ship or aircraft in the United States needs to have a crew visa. In general, crew members of any aircraft or ship that will transit through the United States or its territorial waters use a combined transit/crew visa (C-1/D). However, in some cases individuals may require only a D visa.
Crew members serving on ships on the outer continental shelf may be eligible for a modified B-1 visa in place of a crew visa.
If you are applying for a transit visa, you must show the following:
Intent to make immediate and continuous transit through the United States.
A general carrier ticket or other proof of transportation arrangements to your destination.
Sufficient funds to carry out the purpose of your transit trip.
Permission to enter another country after leaving the United States.
To apply for other C, D, or C-1/D visas, you must explain the following to the consular officer:
The purpose of the trip is to enter the United States for transit or crew purposes only.
You do not intend to receive payments from a source in the United States while you are in the United States, unless you have been granted appropriate approval for a temporary work visa.
You are planning to stay for a fixed and limited period.
Proof of funds covering all your expenses while you are in the USA
