I have done this complaint and they were given 15...
I have done this complaint and they were given 15 (!) days to repair.In 15 days the water will fill the place of the elevator and surely it will start a big fire followed by the explosion of the gas pipes since all 11 floor building has gas pipes .It is ridiculos that real action is taken after a disaster happens!
Anyhow I thank you very much for your answer but you must know that theoretically is correct but practically does not provide a real solution.

If you submitted a complaint to the Presidency of the neighborhood to which the property belongs and the problem was not resolved quickly, you can in this case submit a report to the General Department of Civil Protection for the possibility of a fire in the property or the demolition of some parts of it.
