me and my wife established a business here in Qatar...and we got a business partner...he is also an expatriate. but he is trying to take over the shop. we approach him because he have ready documents for opening a shop...but now its like he is telling us that this is his shop...

We would like to inform you that please specify what method and procedures he performs, for which you are afraid of being taken over the work and determine the name of the person who issued the licenses and permits in relation to that work.
In general, as long as there's a partnership contract between you, it rules that relationship, and no partner can break that contract.
If this is violated, it is possible to resort to the court to put the partnership contract into effect against the will of the other party, which violates the terms of the agreement.

in the first place he told us that we are partners and he will put our name in trade license...for now only whatsapp conversations we have...all the bank transfers and payment reciept we have...the big problem is he is the one who have all this trade license...and he is not being transparent right now for our online accounts specialy our money in the bank.

license are issued in the ministry of commerce in order to get that you must have a local partner a citizen here in Qatar. now our business partner is also an expatriate like us...
