You have to file a complaint at the Manpower Authority against the employer for not fulfilling his / her obligations under the work contract
The employer will be notified for an investigation and interrogation, and the complaint will be referred to the labor court for ruling
You have to submit your complaint and raise your claim within one year from the date of the employer's violation act.
Article 144 of the Kuwaiti Labor Law stipulates that
Cases of labor disagreements are not heard or reviewed after a pass of a year of the act, this is in case claims are brought by workers according to the provisions of this law shall not be heard upon denial of employers.

We would like to inform you that a petition can be issued to prevent the debtor or the accused from traveling in case of fear of escaping outside the country. The debtor can appeal against this issue within seven days from the date of announcing it to lift this ban

The judge can accept or refuse according to the seriousness of the case

The Civil Procedure Law in its third and ninth chapters and the following articles stipulate how to prevent travel and how to complain about it and the reasons for this as follows:

Article 405

The creditor may ask the enforcement judge to order a city to be prevented from traveling, if serious reasons are caused by the debtor fleeing the dispute or smuggling his money.

The debtor can appeal to the decision ask for annulment, if he deposits the debt in the court treasury, or by providing sufficient guarantee, or finds strong reasons for its annulment.

Article 406

A previous letter of command for banning from traveling on a reasoned petition. The rules and procedures provided for in Part nine of the First Chapter of this Law shall be followed in its issuance and grievance.

Article 407

The issuance of the travel ban shall not prejudice the authority of the administration to terminate the residence of the non-Qatari debtor or his/her command to leave the country or to deport him/her, if such public interest is required.

Article 141

In cases where the opponent has a right to issue an order of van, he shall submit a petition to the temporary judge of the competent court. This petition shall include two identical copies and the facts of the application and also shall be attached by supporting documents.

Article 142

The judge must issue his order of acceptance or refusal by writing one of the copies of the petition the next day for submitting it.

It is not necessary to state the reasons for the matter unless it is contrary to an order previously issued, then the reasons for the issuance of the new order must be stated otherwise as null and void.

Article 143

The notary public of the court shall keep the original copy of the petition, and the applicant must submit the second copy in writing and on it the image of the order, the day after it is issued at most.

Article 144

If the order is rejected, and the person issued the order has the right to appeal to the competent court, unless the law provides otherwise. The grievance/appeal shall be filed within seven days from the date of issuing the order, unless the complainant is the person who issued the order him/herself. Seven days from the date of its announcement, it will be lifted. The grievance must be reasonable or otherwise it will be invalid. The grievance shall be the usual procedure for bringing the case before the court and shall be governed by the approval, amendment or annulment of the order and its judgment shall be subjected to appeal the usual manners of appeal.

Article 145

The complaint can be lifted in accordance with the original case in any case, even during the hearing session.

Article 146

The order issued by a petition shall be dropped if it is not submitted for execution within thirty days from the date of issuance. This does not prevent an issuance of a new order
