You can renew your driving licence easily through RTA's website RTA. Or through RTA's 7 mall outlets, through 17 Dubai driving institutes or through 9 approved optical shops.
Required documents

For citizens and residents:

Original Emirates ID
Eye test
Clearance letter from the driving institute as proof of fees payment
 
For citizens living outside UAE:

Original Emirates ID
Copy of the passport with valid visa page
Eye test
Clearance letter as proof of fees payment
Official authorisation stamped by the UAE embassy

For the fees, 100 AED for renewing a driver license
+ 20 AED knowledge and innovation fees
Note: The fine for the delay in renewing the driving license is 10 AED per month, with a maximum of 500 AED.
