I want to file a complaint against travel agency...

I want to file a complaint against travel agency in dubai. I renew my tourist visa last August 10, when I inquire for a new tourist visa other travel agency told me that my name appears in the system " canceled before entry" they advice me to go to travel agency where I got my visa and now it's takes 4 days and they keep on saying that their Checking on it. When I go to amer to inquire they said that they didn't change ng status and now I have fine of 4,500. I went to travel agency and they told me that it's not their mistake because when they apply for change status my file is closed, I said why they didn't inform me before if there is issues with my visa but I told them how come my file is closed the last time I checked my visa before I renew in their agency my visa is extended until Dec 2020. But the government announced that all tourist visa should renew on August 10. Please help me what should I do, the amer told me that if the agency will not take responsible with this, then file a complaint at police station.
