According to the federal foreigners' entry and residence law and its executive regulations, the permit or visit visa is not allowed to be transferred to a work visa in in the private sector except for the following categories:
Engineers.
Doctors, pharmacists, nurses and medical technicians.
Agricultural experts.
Teachers.
Qualified accountants and auditors.
Technicians working on electronic devices and laboratories.
Drivers licensed to drive heavy vehicles and buses.
Employees in private petroleum companies.
However, the minister of the interior or his authorized representative may exclude those out of the mentioned list of categories when the public interest requires, by allowing the transfer of the visit visa to work one.
This is according to the provisions of the Law on Residence of Foreigners in the Emirates, which states: -

The Nationality and Immigration Department is responsible for issuing entry permits and visas to the country.
