We would like to inform you that in order to prove that you lend someone a money then there must be evidence to support your legal position, and if there is no evidence, your legal position will be weak and the public prosecution will usually issue a case.
If you have evidence that you have loaned this person an amount of money, you can refer to the police station in order to open a complaint against this person, provided that you provide evidence that you lend money to this person and accuse him of fraud. The Emirati police will communicate with the International Interpol to issue a notice requesting the arrest of this person and his surrender to the UAE police. The punishment for fraud is imprisonment.
Here is the text of the UAE Penal Code related to your inquiry:
Article 399
A penalty of detention or a fine shall be inflicted on whoever leads to the seizure of, for himself or for others, a movable property or bond, or to sign this document, or to cancel, destroy, or amend it, by using a fraudulent method or by adopting a false name or an incorrect characteristic whenever this would deceive the victim and carry it On surrender, and the same penalty shall be imposed on whoever disposes of a real estate or movable property and knows that it does not own it or does not have the right to dispose of it, or disposes of any of that, knowing that he had previously disposed of it or contracted it and that would harm others.
If the subject of the crime was money or a bond for the state or one of the parties mentioned in Article (5), this is considered an aggravating circumstance.
An attempt to initiate a penalty of imprisonment for a period not exceeding two years or a fine not exceeding twenty thousand dirhams may, when sentencing the returnee to imprisonment for a period of one year or more, be sentenced to probation for a period not exceeding two years and not exceeding the period of the sentence imposed.
