We would like to inform you that Abu Dhabi Judicial Department is the official authority to issue marriage contracts. Muslims can perform the marriage procedures inside that department, but non-Muslins can perform marriage in the church or their country embassy for the spouse and they have to register the contract in the Judicial Department and the below conditions must be applied:
1. The approval of the wife.
2. Both must be residents in UAE.
3. A certificate of healthy fitness for marriage.
4. Birth Certificates (Original).
5. Passport and valid residence permits' copy.
6. A certificate of marital status of both couples (single, married, divorced), certified (in case outside the country) by the applicant's country's ministry of foreign affairs and the UAE consulate in that country (in case it is inside the country) by the applicant's country's consulate and the UAE ministry of foreign affairs.
When the aforementioned requirements are met, they get submitted with the marriage application at the Abu Dhabi Judicial Department, then the marriage becomes formal in the presence of two witnesses. The marriage certificate is issued within a few days.
The provisions of the legal marriage contract apply to a Muslim if the two parties are Muslims, and if the groom is a Muslim and the bride is from another religion.
A Muslim man may marry a non-Muslim woman.
It is not permissible for a Muslim woman to marry a non-Muslim man without proof of his conversion to Islam. 
The law of the United Arab Emirates also allows for polygamous marriages, provided that justice is provided for in maintenance and good treatment.
Conditions of Muslim Marriage
1. It is not permissible to marry a woman without her and her guardian consent.
2. The legal age for marriage is 18 years. Otherwise, the judge's approval is required.
3. The couple presence and the father of the bride or his representative and two Muslims men as witnesses.
4. A non-Muslim girl must submit a marriage certificate issued by her country or the diplomatic mission representing her country in the UAE.
5. The age of the man should not be twice the age of the woman.
The marriage procedures for non-Muslims
Non-Muslims can perform marriage procedures in their residence place (Emirate) and married couples must register marriage contracts at the Judicial Department and the embassy of their countries.
Marriage in the Church
Both couples must be Christian in order to get married at the church. It is also necessary to get a marriage certificate from the competent judicial department, preferably from the concerned consulates.
Marriage in the countries' embassies
Marriage procedures can be completed at foreign countries' embassies, while the marriage must be registered at the judicial department and the embassy of their countries.
