Hi. My husband has fine for 4175 Aed for overstay. He lost his job. Now he needs to fly back yo home country with our kids. Any way to apply for mercy to remove or at least to reduce this fine amount?

Kindly be noted that the Federal Authority for Identity and Citizenship has announced that every person has a residence visa in the Emirates and that visa has expired after the first of last March, their status will be settled, and they will leave the country within three months, starting from the 12th of July, and therefore whoever holds an expired visit visa, they will be able to leave the UAE or renew their visas until October 12, 2020 without paying any fines on any residence violation

No his visa was cancelled on November. So he has fine which is not entitled for this type of case that you mentioned above.

 It is possible to submit a request to the General Directorate of Residence in order to request a reduction in the amount of the fine by fifty percent of its value in exchange for allowing travel and imposing a one-year ban, by preventing entry to the UAE. The General Directorate of Residence will examine the application and issue a decision to approve or reject it.
