If the complaint is proved correct, it is possible to detain the tenant or impose a fine against him through the judge.
Here is the text of the UAE Penal Code concerning your inquiry:
Article 373:
A penalty of imprisonment for a period of no more than one year or a fine not exceeding 10000 AED, those who defame or insult another person in one of the public ways, in a way that shames his / her honor or his / her dignity without including a certain incident.
If a slander or insult is committed against a public official or servant in the course of or because of his work, the penalty shall be imprisonment or a fine not exceeding 20000 AED, or both.
If the insult is committed by way of publication in a newspaper or publication, it shall be considered an aggravating factor of the crime.
