Hi my name is Ruth myres from Liberia I came to uae on 19 Jan 2020 I got a job offer and my residency visa was under process however do to pandemic my visa was canceled on 12.04.2020 can I convert it to tourist visa and do I need to pay penalty?? Please help I have debt for my daily needs

We would like to inform you that if you have work visa expired on 14 April, then the UAE government stated that who has visa expired starting from the first of March 2020 then his visa is extended till the end of the year, then you will not pay any fines for overstay and for not leaving UAE after the expiry of your visa.
Note that you can't transfer the residence visa to visit visa.

I residency visa was under process I did not get Emirates ID card it was canceled. July 11 government said it is not extended till December

We would like to inform you that in case the visitor overtays and breaks the residence period, by which he / she entered the country, visit or tourism will be considered a violator and he / she shall be fined by the competent authorities. The fine is about 200 AED on the first day, and 100 AED on each day after that. 
The passports department is responsible of collecting 100 AED as a fine on every day that the foreigners stay illegally in the country.
In regard to the residents in UAE, the law grants them a grace period of 30 days to correct the situation and provide new sponsorship to them and to their sponsored or they have to leave the country and there is no fines in that period. If that period expired and the resident exceed the 30 days, then he must pay (125 AED) for the first day (25 AED) on every day of the first six months, (50 AED) for each of the next six months, (100 AED) for each day next to the year.
