as per real estate company the date can't be amended and tawtheeq has to be cancelled...

Thanks, but I have already cancelled 1st tawtheeq even before moving into new property and made a new one so ADDC has sent me bill payable for full year municipality fee against 1st tawtheeq. Can I request waiver in court? because now I have to pay double municipality fee for the same premise.
