I was under abscounting case in Qatar and depotted from there. Is that a criminal offence under Qatar law?

I am now under PR Processing to immigrate to Canada so there I want show Qatar pcc?is it possible for me to get a pcc. And actually I was not having Qatar id and visa I was under visit visa.

We would like to inform you that if you are actually absconded, then you are considered a violator and commit a crime according to the provisions of the law regulating entry and exit of foreigners

Therefore, you cannot leave the country before making a reconciliation and paying the sums determined by the reconciliation or under the peremptory judgment issued against you. But if you provide someone who pledges to pay the sums, then in this case you can leave the country

Article (44) of the Law Regulating Entry, Exit, Exit and Residence of Expatriates No. 21 of 2015

A person accused of one of the crimes stipulated in this law may not leave the country before paying the amount specified for conciliation or issuing a final ruling in the case of acquittal or the execution of the sentence imposed on him, according to the circumstances, provided that he may be permitted to leave the state if he provides a guarantor who undertakes to pay the amount specified for reconciliation or the fine imposed against him when due.

As an exception to the provisions of the preceding paragraph, the Minister may order revocation of the residence permit of an expatriate accused of one of the crimes stipulated in this law and order his deportation from the state, if he does not pay the exact amount for reconciliation, or if the court ruled that he be imprisoned or fined with a fine and did not pay it.
