Is it legal in UAE to create a petition for submission to UAE govt authorities like MOE, KHDA etc signed by registered training institutes highlighting the plight during covid situation asking for financial relief? Both online and a paper based one? Kindly advise

We are planning to submit a petition signed by abt 30 training institutes spread across the emirates to the RERA, DMA, KHDA, MOE etc to give Financial relief in the forms of rental agreement extensions, licensing fee extensions/waivers etc. We training institutes who cater to young school going kids mostly have completely run out of business in the last 4 month with no fees but no relief to our expenses suchs as rents, licensing fees and utilities which we are unable to afford. We therefore wanted to submit a petition to various authorities explaining our plight. But first want to check if its legal in the UAE to submit a petition signed by a few organizations together to authorities or press in the UAE? Or will such petitions invite any kind of legal issues/fines to these organisations signing them? Trust this clarifies. Appreciate your advise

Regard to reducing wages due to the general circumstances and because of the pandemic of Corona with the suspension of work and the private sector from work, you can go to the court and it is the municipal court being the competent authority in rental disputes and requesting a wage reduction by a court ruling, with a statement of the reasons and the court, is the one who decides the matter, because the decision issued by it is final in this matter, because the wage may be reduced by a court ruling or exempted from it until the end of the emergency period and removing the ban

It is forbidden by law for such petitions to be submitted to the press or the authorities, and that doing so may be considered a crime punishable by law in accordance with the Federal Penal Code, if you have such requests or wish to submit such petitions and it is necessary to go to the competent authorities before making such petitions, therefore we recommend that you review the Cabinet of the Crown Prince in the Emirates according to the emirate and submit these proposals, otherwise it will be difficult and consider it a crime according to the provisions of the law.
