Symptomes and management of Shortness of breath and dizziness 
Shortness of breath is a symptome that come mostly due to cardiac and lung illnesses, in case of a patient with Diabetes these sympromes could be a sign of an ischemic heart disease, Mycarial ischemia and infarction especially if it was of sudden onset and accompaned with shest pain and dizziness, Congestive heart failure especially in Hyper tensive patients, so to diagnose the problem properly you should do the required tests and consult a cardiologist.  Lung problems that can result in Shortness of breath are the occurance of pulmonary edema where that lung is getting full of fluids as a sign of heart failure. Other possible explanation of the current complain is Chest infection and occurance of Bronchospasm that can be accompanied with fever and cough with sputum and should alert for more investigations and consultation of a Pulmonologist.
Required investigations 
After the clinical examination you should do a cbc panel to rule out any significant rise of WBC  above 11.000 as a sign of current infection, a chest X ray is performed to diagnose any infection , edema or fibrosis of lungs, an ECG to rule out ischemic heart diseases and heart Rhythm abnormalities, an Echocardiography is performed to assess for any sign of congestive heart failure. a chest Computed tomography is a possible investigation to accuratly diagnose and chest abnormalities . kidney function tests Urea , Creatinin, Liver function tests Albumin , Total protein to rule out liver related problems.

• Pulmonary edema 
• Acute Asthmatic Attack 
• Congestive Heart failure 
• Ischmic Heart diseases
