It should be noted that after reviewing your inquiry and legal scrutiny we would like to inform you that

Residents and citizens who do not have a birth certificate can obtain a Kuwaiti birth certificate.

According to the required conditions:

The birth must be home, that is, outside the hospital.

Required Documents

A copy of the father’s Kuwaiti nationality document.

Proof of nationality for the mother, if she is Kuwaiti.

Civil ID and passport, if the mother is a foreigner.

A letter from the Executive Committee for Illegal Residents' Affairs stating that the nationality statement is provided if the mother’s nationality is not specified.

A court ruling proving the lineage, if the newborn is more than a year old.

A court ruling proving the lineage proving that the birth took place inside Kuwait, if the newborn is non-Kuwaiti and is more than a year old.

Measures

(Father, mother and child) go to the National Births Committee of the Maternity Hospital for presentation. The certificate is issued according to the following cases:

A - If the newborn is less than 15 days, hospitalization is made and a birth certificate is issued, and the rest of the procedures are completed as usual in the case of hospital birth.

B - If the newborn is more than 15 days, an age assessment is made by the committee, then go to the Central Register of Births and Deaths Department of the Ministry of Health to complete the procedures

C - If the newborn is more than a year old, bring a court ruling proving the lineage for the newborn, proving that the birth took place inside Kuwait for non-Kuwaitis, but for Kuwaitis it is not required that the birth took place inside Kuwait

Bring the required documents and go to the Central Register of Births and Deaths of the Ministry of Health. The procedures of the birth record are completed according to the documents submitted and forwarded to the legal researcher to review this data, then submit the matter to the birth committee for review and approval of the registration procedure in the records. This is done after publishing in the official newspaper (Kuwait Today) in two consecutive numbers and fifteen days have passed since the date of the last publication
