Article 20:
Without prejudice to the provisions of the offense of libel prescribed in the Islamic Shari'a, a penalty of imprisonment and a fine of not less than two hundred and fifty thousand dirhams and not exceeding five hundred thousand dirhams or either of these two penalties shall be imposed on every person who harm or insult other that make them punishable or disdainful by others using the means of an information network or an information technology.
