My company has withheld travel expenses from me...

My company has withheld travel expenses from me and are ignoring my urgent requests for payment. I have been pusuing reimbursement since 2017. They have now terminated my contract, due to company downsizing and I have no money to sustain my family here in the UAE. I have debts and bills pending for which I am completely depending on my end of service gratuity and the AED 20k in travel expenses I am owed. These expenses were not in my employment contract but we're part of an agreement with the management for which I have irrefutable evidence. I am afraid if I pursue this matter with external legal representation, I will be deported or otherwise persecuted. My employer is VIP Emirati.
