We would like to inform you that if the owner cuts off the water and electricity from the tenant, then you can file a complaint again in the police, or call 112 to restore electricity.

Moreover, you can also file a lawsuit against the owner requesting compensation for his illegal behavior.

Here is the text of the Kuwaiti Rental law, related to your question:

Article 7

The lessor is obliged to deliver to the lessee the leased property and its attachments on the date specified for delivery, in case it is suitable for it to fulfill the benefit prepared for it according to what was agreed upon in writing in the nature of the property.

If it is proven that the leased property was not valid at the time of delivery for the benefit for which it was rented, or was in a situation with which the benefit is greatly diminished, or the health of the tenant or those who live with him, his employees, or his workers is exposed to a grave danger, the tenant may request the termination of the contract or compensation.

Article 9

The owner shall avoid everything that would prevent the tenant from using the leased property as agreed or according to what was prepared for him.
