We would like to inform you that amnesty or pardon shall be granted by a decree and shall involve abatement of the penalty awarded by a federal judicial authority in whole or in part, or it shall be commuted for a lighter penalty prescribed by the law.
A special pardon shall not involve abatement of secondary penalties or other criminal effects or criminal measures, unless the decree provides otherwise.
A special pardon shall have no effect on penalties previously executed
