In accordance with the Human Resources Law, which reads:
Article 36
There are two types of promotions in the promotion of employees, namely career and financial promotion.
Article 37
1- Job promotions are done through the following methods:
- A - Promotion to a vacant position.
- B - Promotion to a newly created job that is more vacant due to restructuring or due to redistribution of duties and responsibilities.
2- An employee may be promoted to a higher position and be granted a higher job grade based on the performance report submitted by him.
3- Upgrading the employee by granting him the starting salary for the grade to which he is promoted or by granting him a rate of (10%) of the basic salary for the grade to which he is promoted, whichever is higher.
Financial promotions
Article 38
With the approval of the Minister, the employee may be granted a financial promotion that does not exceed 10% of the basic salary.
Exceptional promotions
Article 39
With the approval of the Minister, the distinguished employee may be promoted with the exception:
Not exceeding two job grades to a vacant position, provided that the employee is granted a starting salary linked to the degree to which he was promoted, or is granted a rate of (20%) of his basic salary, whichever is higher, and in this case the employee must have the skills and abilities that suit the job requirements New in accordance with the job evaluation and description system.
Or by granting him an exceptional financial promotion that does not exceed (25%) of his basic salary on the same degree.
Article 41
Ministries are obligated to preserve qualified trained human resources, and ministries are committed to training their employees and developing their knowledge, skills and job capabilities in the jobs they occupy or in the higher positions they are supposed to assume their responsibilities and tasks in accordance with the training and development system issued by the Cabinet based on the proposal of the commission.
Article 42
Ministries should set and implement annual plans to train and qualify national employees at all their job levels.
