You can starting the procedures according to article 18 by applying a signed application by the sponsor to the Residence and Nationality Department, and attach the below:

-Work permit issued by the Ministry of Social Affairs and Labor
-Health insurance certificate
-Certificate of free disease
-Copy of the sponsor's signature
-Two personal photos
-Entry visa to work in the private sector in which the country was entered
-Criminal record
-Original passport and a copy of the sponsored person

For the cost, you can contact the Residence and Nationality Department and inquire about that.
