That's because the Law No. (23) of 2004 issuing the Criminal Procedures Law in Article 7 said:

Unless the law provides otherwise, the complaint is not accepted after thirty days from the day the victim learned of the crime and its perpetrator, or from the day the person found out who took his place.
Also you should know that without any evidences it's difficult/impossible to provethe crime.
