We would like to inform you that if you didn't get your agreed salary, then you can file a complaint with the Labor Office against the employer due to the non-payment of the agreed salary, which is violation of the contract of employment between you and what is stipulated in the Qatari Labor Law, which stipulates that the wages and other amounts due to the worker be paid in the Qatari currency, and the Labor Office and its employees will be a ruling between the worker and the employer to apply the labor law and what is stipulated in the work contract concluded between the two parties, and documents supporting the complaint submitted by you.
In regard to your and passport, the employer must returned it, as it is considered the property of the country that issued it and accordingly it is not permissible for the work party to withdraw it from the worker and seize it and refuse to give it to him as this is legal violation as the Qatari Labor Law did not stipulate that the employer confiscate the worker's passport as a form of guaranteeing the rights of the sponsor, but rather regulated the relationship between the two parties and specified the rights and duties, and the sponsor was not granted this right, which is considered an offense so the worker have to file a complaint against the employer.
