It should be noted that after reviewing your inquiry and legal scrutiny we would like to inform you that if your employer does'nt pay you in time, he commited an offense as per Qatari Labour Law states that:
Article (66)
The wages and other sums to which the worker is entitled shall be paid in the Qatari currency.
The wages of the workers employed on an annual or monthly wages shall be paid at least once in every month.
The wages of all other workers shall be paid once at least every two weeks.
The wages shall be paid to the worker himself within the working day' and during working hours in the usual place of work or any other place to be approved by the Department and may be transferred to the account of the worker with the bank to be agreed upon by the two parties or paid to the attorney appointed by the worker in writing.
The employer shall not be relieved from his obligation to pay the wage due to the worker unless he has actually transferred it to the bank or the worker or his attorney has signed in acknowledgement of the receipt thereof in the register or receipt prepared for this purpose provided that the said documents shall include the details of the wage.
Article (145)
Whoever violates the provisions of Articles 29, 33, 86, 87, 88, 89, 90, 93, 94, 103, 104, 105,108, 122 and 133 of this law shall be penalised with imprisonment for a period not exceeding one month and with a fine of not less than two thousand Riyals and not exceed six thousand Riyals or with any of these two penalties.
And in the violations relating to the recruitment of workers from abroad for the account of third parties the court may in addition to the penalties provided for in the preceding paragraph order the closure of the office and the cancellation of the license.
So if the employer doesn't paying you you can make a file and open a case againt him,and reffering to Exit and Residence Law (Law No.21 of 2015) states that an employee can change his job with the approval of the government, either on expiry of their contract, or after five years of service with the employer, if the contract is of indefinite term or unlimited period.
and concerning the passport holding, please note that keeping employee’s passport is illegal
Workers who’s their employers hold back their passports have to file their complains in this regard to the Ministry of Administrative Development, Labor and Social Affairs
Article 52 of Law 4/2009 has provisions for imposing fine on sponsors for the violations pertaining to the employees’ passports
