The health insurance law in Dubai does not relate health insurance to residence, as it allows expatriates to be insured after cancellation of residence and during the grace period.
Article 17 of the law :
a- The validity of the health insurance policy shall expire by the end of the coverage period indicated thereby, by the decease of the beneficiary or by the termination of his relation with the entity responsible for his coverage by health insurance for whatsoever legal reason.
b- Without prejudice to the legislations in force in the Emirate and notwithstanding the provisions of Paragraph (A) of this Article, the validity of the health insurance policy of the resident shall continue for the period prescribed by law after the cancellation of his residence
