We would like to inform you that according to the Labor Law, if the work was terminated legally without any violations, and the employer refused to grant you NOC, then you can go to the labor office and explain the details so they will call the employer and fix that legally.
Even the law grants the employer the right to make the worker leave after termination, but that is not exact.
So the labor office may grant you the permit to change then employer if he deals arbitrarily.
