Please kindly be noted that asylum in Qatar must be done within the national borders as you cannot submit an asylum application while you are outside the country and in the case of asylum, you have to surrender yourself to the competent authorities where the applicant can obtain asylum in cases of being exposed to the risk verdict or a sentence to death or a corporal punishment, torture, brutality or degrading, or persecution, because of his / her race, religion, membership of a certain social sect, or political views.
The Qatari Council of Ministers issued decisions No. 12 and 13 of 2019, specifying the groups that can obtain political asylum in Qatar, and they are as follow: -
1- Human rights activists who are subject to prosecution or threat of arrest, imprisonment, or torture because of their positions / opinions against human rights violations, or those who have fled due to verdicts issued against them because of their position.
2- Correspondents and representatives of visual and written media materials who work on documenting and photographing events and incidents and actions that considered war crimes against humanity and then get subject to persecution and threats because of their work.
3- People affiliating to political parties, religious denominations, or ethnic minorities who are subject to prosecution or detentions because of their affiliation.
4- Writers and researchers who offer their opinions in newspapers, magazines or blogs and are subject to persecution or threats because of this.
5- Former or current government officials who are opposed to or split from their governments, and fear on being pursued or threatened because of this.

Benefits for a refugee / asylum applicant:
1- The refugee's right to bring in family members of first degree, provided that the refugee's children must not exceed 18 years of age.
2- The refugee's right to freedom of movement and travel with his family on valid residence permits, and the political asylum refugee must inform the Political Refugee Affairs Committee before traveling abroad, and he / she or any of his / her family members cannot stay outside the country for more than 6 consecutive months
3- The refugee's right to a monthly financial aid until he / she gets a job of three thousand Qatari riyals for a refugee and eight hundred Qatari riyals for his / her spouse and each of his / her children
4- The right to work.
5- A refugee's right to get housing and his wife and members of his family, at the rate of a room for every two or three people.
6- Right to health care for a refugee and his / her family
7- The right of the refugee and his family to education services
8- The refugee's right to obtain a travel document / passport. The validity of the travel document is two years renewable for one or other similar periods, provided that it shall not exceed the validity period of the residence permit. On the other hand, a political refugee cannot leave Qatar without the travel document granted to him / her.

Law No. (11) of 2018 regulating political asylum stipulates in:
Article 2
Subject to the provisions of the agreements to which the country is a party, granting political asylum must be in accordance with the provisions of this law.
The categories granted political asylum shall be issued by a decision of the Council of Ministers upon the proposal of the Minister.
Article 3
Political asylum cannot be granted to the following categories:
1- Those who committed serious non-political crimes outside Qatar.
2- Those who committed war crimes or crimes against humanity using the meaning used for these crimes in international agreements.
3- Those who committed actions that contradict the regulations and principles of the United Nations.
4- Those who have more than one nationality and continue to be protected by a country from which he is a national in, and has no valid reason based on justified fear.
Article 2
Subject to the provisions of the agreements to which the country is a party, granting political asylum must be in accordance with the provisions of this law.
The categories granted political asylum shall be issued by a decision of the Council of Ministers upon the proposal of the Minister.
Article 3
