Lawyer's Assistant: Where are you located? It matters because laws vary by location
I buy from eBay form a seller in Hong Kong and we have a deal to pay 100$ for 2 items (fuel pump and filter) and the seller send only one item (pump) when i ask him why he didn’t send the filter he said I will refund 10$ and go and get from you country (kuwait) and when i contact PayPal they ask to get a report about this problem

I make claim in PayPal only and they didn’t help

I went to police station they said we cannot do anything because the seller not in kuwait he is in Hong Kong and also i went to a law office they said the same so what i can do in this case ???

Not helping at all the system in kuwait will help if the seller not in kuwait and the payment go through PayPal and PayPal should protect me as buyer and they are not doing that only they are asking for the peppers as i send you if you can send what they want to i can send to them
