There is no any law article obliges the tenant to pay to the owner any charges / fees of services for the Real Estate Office
On the other hand, the concluded contract is the main pillar. If the owner requires services fees, then the tenant has to pay according to the contract.
Finally, if the owner has not obliged you in the contract to pay such fees, then you do not have to do so
