Hello, i am looking for legal advise about travel ban case in saudi arabia due to no final exit

i am a Lebanese resident now in the UAE

We would like to inform you The Directorate General of Passports issued the following instructions:
A person who has already left Saudi Arabia does not allow him to obtain an entry visa of any kind
 to Saudi Arabia until three years from the date of expiry of the exit and return visa he left from
 Saudi Arabia, if he has already obtained an exit and return visa, And no longer during the validity
 period of the visa. 
The previous decision issued by the Ministry of Foreign Affairs stated that a person who was
 expelled from the Kingdom before the expiration of his / her exit and exit visa is not allowed to 
enter the Kingdom unless his visa is valid for three years from the date of expiry of the exit and
 exit visa he left from Saudi Arabia.

Thank you. I already know that. However the issue is that the employer didn't do the final exit for me, it is not that i left and didn't return to KSA on purpose. My employer said and communicated with me that a final exit will done for me and they didn't do it

Since then a year ago i am trying to solve the issue with them with no success. They informed me that the HR made a mistake and they will try to fix it but unfortunately they are still dragging since a year till now with no clear answer
