If you have a temporal Candian Visa and wont to become a permanent resident, and in order to initiate the Canada PR process, the first thing that you have to do is to contact the nearest consulate or embassy of Canada in your Area.
Obtaining a permanent resident visa requires these few steps as  the beggining of the process:

• Pay the adequate application fee's
• Attend interviews with the immigration agent

Plus, and that entirely depend on the nature and the category of your application, it may require one or more of the following documents:

• Documents that support the application including educational degrees, diplomas, and certificates, personal  identification documents and/or sponsor letters and relevant information (Originals, copies and official translations are needed).
• Enought funds to ensure the applicant ability to hold him self during the initial time in Canada
• Skills assessment test
• Refugee status
• Additional fees
