2018 july I have absconding case then I paid fine 400 Omani riyal and exit from Oman come back my country now just I want to know may I can come back Oman if I get new visa pls help

The Omani Residence Law prohibits foreigners from obtaining a visa for at least two years if they are deported from the country. Also after those two years they will be allowed to enter only after obtaining permission from the General Inspector.
Here are the texts of the law of foreigners in Oman related to your inquiry:
Article 34:
A foreigner who has been deported may not be issued another entry visa until
two years have lapsed and with a special permission from the Inspector
General.
Article 35:
Any foreigner who has been deported from the country shall be included on the
list of unwanted persons.
