Hi,I just want to ask if my azerbaijan tourist visa multiple can it be cancel if somebody do so?

I just go to baku for tourist ,I stay their for 16 days and they stop me in immigration they say I will pay for registration but I don't pay that and they allow me to dign a papers and they let me go in here dubai.

I just want to know if my tourist visa in baku it is okay..the validity was 1 year and it's multiple entry ...can I visit again baku?
