I'm working here in Kuwait as a Kadama( house help) but just had an opportunity to visit England. I'd like to know if my resident's work visa would allow me?

We would like to inform you that if you are maid in Kuwait and want to travel to UK, then you can't travel without the sponsor or the application will be rejected, unless you got NOC from the sponsor.
Anyway below the visa requirements:
1. A copy of your valid passport for at least six months.
2. Personal photo as the passport photos.
3. A bank statement to guarantee the expenses of residence duration there.
4. Hotel Reservations “ticket”
5. Air tickets “round trip “
6. Health Insurance.
7. Provide you valid residence for at least 3 months.
8. Provide the employer NOC if you are an expat.
Then pay the fees and wait for the reply whether you are accepted or not.

What is the employer's NOC? Is it the No Objection Certificate?

NOC is "Non-Objection Certificate" which is a certificate signed by the sponsor to prove that there is no objection to allow you to travel. Note that such certificate is required when you leave the country at the ports.

I'm from Sierra Leone to work here as a maid. But with all the requirements you just outlined for me above and with the NOC from my employer, can I be able to go on the visitation to the UK?

If you provide all the required documents then you can apply for the visa in the embassy. If the embassy accepts granting you the visa then you can travel without any problem.
