In case of domestic service, no natural or legal person may act as an intermediary to recruit or temporarily employ workers unless he is a national and is licensed to carry out such activity. 
The license is obtained through an application submitted to the Ministry of Human Resources through a competent committee after the deposit of a financial guarantee to be determined by the committee and after the approval of the committee is granted a license for a period of one year as of the date of the ministerial decision
The competent authorities (Municipalities, Dubai Department of Economic Development) shall be addressed to the competent labor office with the approval of the Ministry in accordance with the Form No. (102).
