Good evening sir...overstay for almost a year...my friend meet one local lady she said she make working visa for my friend but until 6 months ago no working visa my friend pay 22,500 dirham to the lady local.she want to exit but my friend want to get the money from that lady.to pay her overstay fine.what is the best thing to do.

It seems that your friend got into a fraud by that lady about, she cheated when said that she can bring a visa, this is only to get money from her, which happened and the visa has not been issued. Upon that, your friend can file a a criminal report against that lady and accuse her of fraud and cheating.
As in regards of overstay, you must pay the fine of overstaying residence and leave the country before being arrested and imprisoned for overstay
The Federal Penal Code stipulates:
Any person who has seized for himself or others a movable property or device, signed or canceled, destroyed, or amended such property, he/she shall be punished by imprisonment or a fine by fraudulent use or by taking a false name or an incorrect character when this would deceive the victim. Any person disposes a property or movable and he/she knows that he/she does not own it or has no right to dispose it, or has acted in any of the same, this is punishable.
If the crime is the property or contract of an estate or of any of the entities mentioned in Article (5), this shall be considered an aggravating circumstances. The punishment shall be in those cases an imprisonment for a period no more than two years or a fine not exceeding twenty thousand dirhams.
