We would like to inform you that if you mean the employer, then you have to file a complaint in the Ministry of Human Resources and Emiratisation and clarify the reasons of the complaint and attach the documents that prove your complaint. The labor office will hear the employer, then they will decide and issue the verdict or refer it to the labor court.

Please follow these steps:
Fill out the application and pay the fees at one of the printing offices.
Submit the printed application and the required documents at the Entry Permits section.
You will receive a mail or by hand on the same day, if it is an urgent application is submitted.
The required documents:
The name of the document: Special considerations.
The entry permit with a colored photo - white background and signed by the sponsor
The sponsor's passport, valid for at least six months.
Photocopy of the origin
Salary certificate and work contract: Origin documents. 
The salary must not be less than 3000 dirhams and shows a housing from the employer, or an allowance of no less than 4000, if the contract does not indicate on housing term.
Proof of kinship and purpose of the visit
A 90-day health insurance for the permit applicant.
A security check of 1000 AED. It is refundable.
The receipt of the impost arrived (In case of normal application).
Receipt / invoice (In case of an urgent application).
Original lease contract. Authorized. The origin
Recent water bill and electricity. A copy. 
Fees
Entry permit for relatives for a long period (90 days) 550 AED
Any additional fees may apply in case of an urgent application: 100 AED
